Lightroom Publish Service Beta 3

Some major code improvements in this release aimed at improving stability and reliability. This releases fixes a number of potential issues that could have caused Publish Collections to get out of sync. The plugin now has much more robust error handling, and can more gracefully handle any API related errors, and also poor (or non-existent) internet connectivity.
